Homelessness Services Manager - Maternity Cover 9-12 months.
Context
A challenging but rewarding position has come about to cover Maternity leave for the post of Homelessness Services Manager.
The Homelessness Services Manager role is an essential part of our emergency accommodation service overseeing operational procedures on a day to day basis, ensuring an efficient and qualify service is offered to all customers accessing our provision, both during office and out of hours. The successful candidate will harness effective and positive links between the emergency accommodation at Maninplace, the KiP@Maninplace Project and external partner organisations working across Telford and Wrekin to respond to rough sleepers and the homeless.
Hours of Work:
The role will consist of 40 hours per week based on a working pattern over 5 days between Monday - Friday. The service, however, will be delivered during both day time, evenings, nights and weekends seven days a week and the availability to cover some of these varying shifts may be required form time to time.
This post will include the requirement for out of hours On-Call duties as part of the management team.
Contract: This is a fixed-term contract for the required period of maternity cover.
Salary:
£22,692 pa (this is inclusive of 6.2% recompense for On Call duties).

Qualifications and Experience:
In management (Qualification enhancement for NVQ Level 4 in Leadership/Management), homelessness, support services, health and social care, criminal justice system or related relevant experience in providing advice and guidance.

Location of Work:
Working from the emergency homeless provision in north Telford, and operating across the Telford and Wrekin area as required.
Job Summary:
To deliver and coordinate the admission of customers into emergency homelessness services and ensure a consistent process is followed to enable people to access night-by-night accommodation and support assistance.
To work in partnership with KiP@Maninplace, Telford & Wrekin Council Housing Solutions, National Probation Service, Community Rehabilitation Company, Stay-Telford Outreach Team and other multi agencies, working to provide joined up services to address homelessness and offer alternative solutions and support. To be the link between all stakeholders, including customers, Customer Accounts Controller, Finance Officer, property & maintenance and Telford & Wrekin Council.
To deliver a coordinated service and consistent presence, assisting customers to live successfully in their accommodation and neighbourhood.
To provide management, direction, and supervision to the staff team within the Homelessness Service.
To conduct customer reviews and delivery of services to vulnerable people who may have been homeless and have a history of failing tenancies.
To ensure the provision of advice, guidance, advocacy and access to external agencies, or services such as mental health, addiction services and health and social care professionals.
To demonstrate effective communication with colleagues and relevant professionals; ensure that all data and documentation is maintained to high standards and in line with Maninplace policies and procedures and contractual obligations.
Adhere to strict codes of customer confidentiality.
Duties and Responsibilities:
Service Managers’ daily activities.
- To have responsibilities for delivering the Emergency Accommodation within the Homelessness Service and management of additional designated properties where directed.
- To manage staff cover in line with requirements and contractual arrangements.
- To manage and direct staff workload.
- To conduct 1-2-1 staff review sessions.
- To identify training needs of team members and liaise with Directors for implementation of training sessions.
- To ensure that all accommodation is fit for use before letting, meeting the company and legislative standards at all times.
- Put into place a property and maintenance check programme which will ensure a quick turnaround of accommodation.
- Work with customers to maintain a good standard of cleanliness, repair & decorative order.
- Carry out fire and safety tests regularly.
- To manage the Homelessness Hub and Budget.
- Ensure that maximum assistance is given to those moving in and out of the Temporary Accommodation and to manage the process effectively.
- To be the Maninplace link between the Customer and other stakeholders, including the Director of Finance, Property and Maintenance, Customer Accounts Controller and Telford & Wrekin Council. To ensure any challenges that arise and impact on individual’s ability to sustain their accommodation are identified and resolved.
- To ensure the delivery of assistance in accommodation management.
- To provide accommodation void management and licence/service charges recovery management.
- To review policies and procedures and liaise with Directors about identified areas of improvement.
- To work within the community nearby to create good neighbourliness.
- To work to the Mission and Values of Maninplace.

- Be flexible and able to commit a minimum of 8 hours a month for Management and training sessions as and when needed.
- Able to drive and hold a current driving license
- Be educated to at least A Level standard.
- Be able to work evening and night shift if required.
- Be confident about being a Lone worker.
- Be Computer literate.
- Have the ability to effectively motivate your team and customers.
Working with other voluntary and statuary sector agencies:
- Joint working and effective communication with other agencies.
- Help to promote service to external agencies.
- Ensure that service information is accessible to professionals involved.
- Work with external voluntary and statutory sector agencies in a spirit of partnership and collaboration.
- Operate and work within the extended team of Maninplace Estate Community Interest Company.

- Demonstrate relevant knowledge of the criminal justice system and drivers that impact on offending behaviour.
- Demonstrate relevant knowledge of Mental Health issues and the impact on individual’s ability to make positive decisions.
